6.H. - Page 3 of 7 The apparent low bid was determined by the Base Bid. The total base bid of $86,207.50 from Golden Bay Construction, Inc. is 8% higher than the engineer's estimate of $60,000-$80,000. Based on bids received, staff believes that the low bid is reasonable and recommends awarding the contract to Golden Bay Construction, Inc. In addition to the base bid work, staff recommends to include two additional alternate work items that were included within the request for bids. The first additional work item includes of the installation of a pedestrian push-button activated rectangular rapid flashing beacon at the Hopkins/Lowell intersection, at the bid price of $5,334. The second additional work item includes changing the "Hopkins -Alameda connector" street to be one-way, allowing only westbound Hopkins traffic to flow to northbound Alameda de las Pulgas. This part of the project also includes alterations to the existing triangular median at the Hopkins/Alameda intersection, which would allow for a dedicated left turn lane from southbound Alameda to eastbound Hopkins. The bid price for this work was $70,027. The total bid amount for the base bid plus two additional alternate work items is $161,568.50. In conjunction with the work done under this contract, City crews will be installing rubber curbing to pilot the median islands and curb extensions ("bulb -outs"). The pilot is anticipated to be installed for a period of 3-4 months, beginning in March of 2019. Residents and other interested parties will be notified of the construction at least two weeks ahead of the work through the following methods: placement of mobile signs in the neighborhood; updates to the project website; NextDoor communications; direct email notification to those on the interested parties list; and a physical letter distributed to the surrounding area. Data collection and community input will be gathered after the initial two months of installation, through the use of both paper and online survey tools. Staff will bring the data analysis and community feedback to the Complete Streets Advisory Committee (CSAC) after the conclusion of the pilot, along with any recommended changes due to community feedback. CSAC will then provide direction on whether or not to pursue design of the permanent installation of the proposed measures. If a permanent installation is recommended, the project will be brought to the City Council prior to award of the contract for that work. Notification of when the project is planned to be on the CSAC agenda will be distributed to residents and other interested parties through the same methods as mentioned above, and the project website will maintain the most current project plans for public viewing throughout the process. FISCAL IMPACT Funding for this project is included in the Fiscal Year 2018-19 Engineering Division budget. ENVIRONMENTAL REVIEW The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) Guidelines per Section 15306 because the purpose of the project is to collect data to evaluate the project's impact on traffic operations, safety, and livability.
