6.1. - Page 2 of 5
ANALYSIS
The voter -approved amendment to Section 15 of the City Charter requires that ordinances be published
in accordance with procedures established by ordinance of the City Council. The first attached ordinance
provides that within fifteen days after adoption or amendment of an ordinance, the City Clerk shall publish
a summary of the ordinance or amendment in a newspaper of general circulation with the names of those
City Councilmembers voting for or against the ordinance. Further, within fifteen days of adoption of an
ordinance or amendment, the City Clerk shall post in the office of the City Clerk a certified copy of the full
text of the adopted ordinance or amendment along with the names of those City Councilmembers voting
for and against the ordinance or amendment.
The voter -approved amendment to Section 51.5 of the City Charter requires that the City Council cause a
notice of public hearing on the budget to be published at least once in accordance with procedures
established by ordinance of the City Council. The second attached ordinance provides that at least ten
days prior to the public hearing on the budget, the Deputy Treasurer shall publish a notice of the public
hearing on the City's Public Notices webpages. It further requires that at least ten days prior to the public
hearing on the budget, the Deputy Treasurer shall post a notice of public hearing on the budget at City
Hall and at all branches of the Redwood City Library, consistent with the posting of regular and special
agendas of meetings of the City Council.
FISCAL IMPACT
There is no fiscal impact.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
1. The City Council could choose not to approve the ordinances, which would result in the City not
implementing the voter -approved City Charter amendments.
2. The City Council could direct staff to implement the voter -approved City Charter amendments by
different processes than those that are recommended.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
578
