6.J. - Page 1 of 17 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 28, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Second Reading of Ordinance Regarding Wireless Facilities in Public Rights -of -Way <br />RECOMMENDATION <br />Waive the Second Reading and Adopt an Ordinance adding Article VIII, "Wireless Facilities in Public Rights - <br />of -Way," to Chapter 29 of the Municipal Code. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On December 17, 2018, the City Council adopted an urgency ordinance and a resolution establishing <br />aesthetic standards for wireless facilities in the public rights-of-way, and concurrently introduced a <br />standard ordinance establishing the regulation of wireless facilities in the public rights-of-way (ROW). <br />On January 14, 2019, the City Council reintroduced and approved the ordinance establishing the <br />regulation of wireless facilities in the ROW, and adopted a resolution to provide updated aesthetic <br />standards for the installation of wireless facilities within the ROW. The updates to the ordinance and <br />resolution were necessary to provide further clarification on the regulation of wireless facilities in <br />anticipation of the effective date of the new Federal Communications Commission (FCC) order. <br />ANALYSIS <br />On January 14, 2019, the City Council waived the first reading, reintroduced, and then approved the <br />ordinance on the consent agenda.
