6.C. - Page 1 of 20 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 28, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Professional Services Agreement with CDM Smith, Inc. to Complete Redwood City Ferry Financial <br />Feasibility Study and Cost -Benefit & Economic Impact Analysis <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute, the professional services agreement with <br />CDM Smith, Inc. for transportation planning, financial feasibility and economic analysis services related to <br />the Redwood City Ferry Project in the amount of $457,925 and authorize the City Manager to increase <br />the agreement amount, if necessary, up to 10% not to exceed $503,718. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />Residents and local leaders have long advocated for ferry service as an alternative travel mode between <br />Redwood City, San Francisco, and potentially the greater Bay Area. In 2004, San Mateo County voters <br />chose to allocate funding through Measure A for new ferry service in South San Francisco and Redwood <br />City. Measure A is a half -cent sales tax which generates revenue for transportation programs and projects <br />throughout San Mateo County. The Measure A Program is administered by the San Mateo County <br />Transportation Authority (SMCTA), which is charge of programming funds for specific projects. <br />In July 2018, City Council adopted the Citywide Transportation Plan, the guiding document to improve <br />transportation in Redwood City that seeks to create and maintain a safe, multimodal and accessible <br />transportation network. Among the projects the Citywide Transportation Plan considers is the evaluation <br />of commuter ferry service. <br />The City, working in coordination with the Port of Redwood City (Port), issued a Request for Proposals <br />(RFP) in September 2018 for consultant teams to evaluate the feasibility of constructing a ferry terminal <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />64 <br />
