Task 2 — Data Collection
Available intersection turning movement counts conducted for other recent studies will
be obtained from consultant files and from City staff. This task includes collection of
new weekday morning (7:00 to 9:00 AM) and evening (4:00 to 6:00 PM) peak period
traffic counts for up to 15 intersections.
Consultant will collect counts for the following freeway segments and ramps during the
AM and PM peak periods using the Caltrans PeMS database and available data from
recent studies.
Consultant will conduct a site visit during the weekday morning and evening peak
periods to observe existing transportation conditions surrounding the project site.
This will include observations of traffic flow, pedestrian and bicycle access, and transit
service and facilities (i.e., bus stop locations).
Task 3 — Existing Conditions
Consultant will calculate the existing AM and PM peak hour levels of service for study
intersections and freeway segments based on the traffic counts and site
observations collected as a part of Task 2. Consultant will use the Synchro analysis
platform for intersection analysis, consistent with City practices. Consultant will
conduct the freeway segment and ramp analysis consistent with other Redwood City
studies analysis for the locations listed above.
In addition to the traffic analysis, consultant will qualitatively describe pedestrian,
bicycle, and transit facilities in the study area, including connections between the
project site and Downtown Redwood City.
Task 4—Existing With Project Conditions
Consultant will add the project -generated vehicle trips developed in Task 1 (and
revised based on city staff comments) to the existing conditions traffic volumes
developed in Task 2 to create Existing With Project Conditions traffic volumes.
Consultant will complete an impact assessment by comparing the results of Existing
With Project Conditions to the Existing (without Project) Conditions for the study
locations. Identification of impacts will be determined by comparing the results to the
City's significance criteria presented in the Redwood City General Plan.
