Task 2 — Data Collection <br />Available intersection turning movement counts conducted for other recent studies will <br />be obtained from consultant files and from City staff. This task includes collection of <br />new weekday morning (7:00 to 9:00 AM) and evening (4:00 to 6:00 PM) peak period <br />traffic counts for up to 15 intersections. <br />Consultant will collect counts for the following freeway segments and ramps during the <br />AM and PM peak periods using the Caltrans PeMS database and available data from <br />recent studies. <br />Consultant will conduct a site visit during the weekday morning and evening peak <br />periods to observe existing transportation conditions surrounding the project site. <br />This will include observations of traffic flow, pedestrian and bicycle access, and transit <br />service and facilities (i.e., bus stop locations). <br />Task 3 — Existing Conditions <br />Consultant will calculate the existing AM and PM peak hour levels of service for study <br />intersections and freeway segments based on the traffic counts and site <br />observations collected as a part of Task 2. Consultant will use the Synchro analysis <br />platform for intersection analysis, consistent with City practices. Consultant will <br />conduct the freeway segment and ramp analysis consistent with other Redwood City <br />studies analysis for the locations listed above. <br />In addition to the traffic analysis, consultant will qualitatively describe pedestrian, <br />bicycle, and transit facilities in the study area, including connections between the <br />project site and Downtown Redwood City. <br />Task 4—Existing With Project Conditions <br />Consultant will add the project -generated vehicle trips developed in Task 1 (and <br />revised based on city staff comments) to the existing conditions traffic volumes <br />developed in Task 2 to create Existing With Project Conditions traffic volumes. <br />Consultant will complete an impact assessment by comparing the results of Existing <br />With Project Conditions to the Existing (without Project) Conditions for the study <br />locations. Identification of impacts will be determined by comparing the results to the <br />City's significance criteria presented in the Redwood City General Plan.
