Appendix 1: AQ/HRA SOW <br />Appendix 1 - Scope of Work for Greystar South Main Street Project (1304 and 1601 EI Camino Real) <br />AQ/HRA <br />Air Qualitv Analvsis <br />Analysis Overview. AECOM will augment the analysis of criteria air pollutant, toxic air contaminant (TAC), <br />and greenhouse gas (GHG) emission impacts underway for the South Main Street Mixed Use Project (aka <br />1601 EI Camino Real) by integrating the proposed offsite development of 38 residential units at 1304 EI <br />Camino Real. Both project sites are located in the San Francisco Bay Area Air Basin (SFBAAB) and <br />regulated at the regional level by the Bay Area Air Quality Management District (BAAQMD) and at the State <br />and federal levels by the California Air Resources Board (ARB) and U.S. Environmental Protection Agency <br />(EPA), respectively. BAAQMD attains and maintains air quality conditions in the SFBAAB through a <br />comprehensive program of planning, regulation, enforcement, technical innovation, and promotion of the <br />understanding of air quality issues. <br />Construction of the project would generate emissions of criteria air pollutants, precursors, and TACs (e.g., <br />diesel particulate matter) from off-road construction equipment, on -road vehicles, earthmoving activities, <br />and off -gassing from paving activities. Construction emissions are dependent on the schedule and duration <br />of construction phases, square footage of land uses to be developed, off-road construction equipment lists <br />and activity schedules, volume of construction -related haul -truck and worker traffic, earthmoving activities <br />(e.g., cut/fill, grading), and acres of asphalt paving. The air quality analysis of the project will account for <br />construction activities at both 1601 and 1304 EI Camino Real. <br />Long-term operations would generate emissions of criteria air pollutants, precursors, and TACs from a <br />variety of stationary, area, and mobile sources. It is anticipated that the proposed project would install one <br />emergency generator for each parcel containing office space. Area -source emissions would include <br />consumer products, landscape maintenance equipment, and natural gas combustion. Mobile sources could <br />include a variety of vehicles, including light-duty automobiles, heavy-duty trucks and buses. <br />Operational impacts will address these sources at both the 1601 and 1304 EI Camino Real sites. <br />The augmented analysis will evaluate the following: <br />• Additional short-term construction and long-term operational criteria pollutant and GHG emissions <br />associated with the development of 1304 EI Camino Real site, to be integrated with the ongoing <br />analysis of 1601 EI Camino Real. For construction, mitigation measures in the form of Tier 4 <br />equipment will be required for the HRA as discussed below. <br />• Screening level health risk and hazard impacts of construction and operational emissions from the <br />proposed project to the on-site and off-site receptors located within 1,000 feet of the project site, <br />including both 1601 and 1304 EI Camino Real. For construction, a refined analysis will be required <br />due to the proximity of sensitive receptors to heavy traffic volumes on EI Camino Real and Caltrain <br />passbys, and mitigation measures in the form of Tier 4 equipment may be required. A refined <br />analysis will be completed for operations should the screening analysis result in emissions above <br />the thresholds. <br />Analytical Tasks. <br />Consultant will update the potential criteria pollutant and GHG emissions from construction and operational <br />activities at 1601 EI Camino Real to include the activities at the 1304 EI Camino Real site. The analysis will <br />include the additional emissions associated with stationary, area, energy consumption (e.g., indirect GHG <br />emissions from the offsite generation of electricity), and mobile sources for the added parcel, resulting in <br />new total emissions for the project. For 1304 EI Camino Real, Consultant will use the same air quality <br />models proposed for 1601 EI Camino Real; i.e., the California Emissions Estimator Model (CalEEMod), <br />Version 2016.3.2 and/or spreadsheet calculations using appropriate emission factor sources including, but <br />ATTY/AGR/2019/AMENDMENTS/AMEND NO.1- AECOM <br />REV: 06-17-19 PR <br />Page 6 of 22 <br />
