By resolution, approve making a portion of Hopkins Avenue a temporary one- way street for the period of the Hopkins Traffic Calming Pilot Project. 2. By motion, approve the contract documents and award the standard form contract for the Hopkins Traffic Calming Pilot Project to Golden Bay Construction of Hayward, California for their responsive and responsible bid in the amount of $161,568.50; and authorize the City Manager to increase the contract amount, if necessary, up to 10% above the contract amount. 3. By motion, find that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) under CEQA Guidelines 15306 because the purpose of the project is to collect data to evaluate the project's impact on traffic operations, safety, and livability.
