One <br />model that we might consider is creating 3 districts within Redwood City and having <br />the 3 top -vote getters in each district hold office. There would then be a 9 person <br />council. This model would still ensure diversity and candidates would still have lower <br />costs because they would need fewer votes to win. But this model would also allow for <br />competitive races and ensure that issues are addressed in the best interests of all <br />residents, not just residents in one area or another.
