6.13. - Page 13 of 28
EXHIBIT "A"
SCOPE OF SERVICES
This scope of services details Woodard & Curran's (Consultant's) work plan to prepare
a comprehensive Sanitary Sewer System Master Plan for the City of Redwood City. The
study will provide updated information and analyses to assess the current capacity and
condition of the City's collection system and identify recommended improvement
projects to address existing and projected future system needs. The study results will be
summarized in an overall Sewer System Master Plan Report, and the methodologies
and analysis tools used for the study will be compiled in a format that can be updated in
the future by the City as additional data is collected and/or conditions change.
In addition to Technical Memoranda (TMs), maps, data, and model files listed as
specific deliverables, analysis methodologies, assumptions, and results will be
presented and discussed at project progress meetings, including demonstrations of the
hydraulic model and other assessment tools used in the project, as appropriate. Unless
specifically noted, draft deliverables will be submitted electronically for City's review.
City's comments on TMs will be incorporated into the final versions of the TMs as part of
the preparation of the Master Plan Report. If City comments on draft TMs are
substantial, the City may request revised draft TMs prior to the final report preparation.
TASK 1 - PROJECT MANAGEMENT AND QUALITY CONTROL
Subtask 1.1 - Project Administration
The Consultant will prepare monthly status reports and invoices, and will closely monitor
project budget, labor hours expended, and schedule on a weekly basis throughout the
project. The monthly status reports will describe the work completed during the previous
month, anticipated work for the following month, current budget and schedule status,
and any project issues requiring discussion or resolution.
Subtask 1.2 - Progress Meetings and Weekly Phone Calls
The Consultant will attend up to six (6) scheduled meetings or workshops with the City's
project manager and other City staff as needed to discuss project progress and issues
related to key project tasks. The first workshop will be a 2 -hour kickoff meeting to review
the goals and objectives of the Master Plan and details of the work effort; discuss how
City staff would be involved in the project; and obtain information about the sewer
system and system issues, including known or suspected problem areas and areas of
potential new development or redevelopment, and any other information that may not
be contained in the data and documents to be collected in Task 2. It is envisioned that
the kickoff meeting would involve Engineering staff and targeted staff of other City
departments (e.g., GIS, Planning, Public Works) with the Consultant acting as facilitator
to help focus the discussion on the key issues and information needs for the Master
Plan. The remaining five (5) of the 6 project meetings (average 1-1/2 hours in length)
are specifically called out under subsequent project tasks, and the budget for those
REV: 01-28-19 PR
ATTY/AGR.2019.012/Woodard & Curran 35
