<br />ADDITIONAL DETAILS ON PROPOSITION 1B: THE TRANSPORTATION BOND <br /> <br />The infrastructure bond package recently <br />approved by the Legislature and signed by the <br />Governor includes $19.9 billion for transportation <br />purposes. Those funds will be listed on the <br />November ballot as Proposition 1 B, which is SB <br />1266 (Núñez/Perata), the Highway Safety, Traffic <br />Reduction, Air Quality, and Port Security Bond Act <br />of2006. <br /> <br />In the May 5 issue of Priority Focus, a brief <br />summary of some of the bond components was <br />published. Listed below are additional details on <br />specific allocations and the project selection <br />processes for those allocations. This information <br />is intended to help you determine which portions <br />of bond funding, if passed, your city may eligible <br />for. <br /> <br />. $2 billion for the Local Street and Road <br />Improvement, Congestion Relief, and Traffic <br />Safety Account, allocated directly to cities and <br />counties for traffic congestion relief, traffic safety, <br />transit, storm damage, maintenance, construction <br />and other projects to improve the local street and <br />road system. $1 billion will go directly to cities <br />(minimum $400,000 allocation), and $1 billion will <br />go directly to counties. Eligible projects include <br />maintenance, rehabilitation and storm <br />damage (identical to Prop. 42), but also include <br />transit, congestion and safety projects. <br /> <br />. $4.5 billion to Corridor Mobility Improve- <br />ment Account to fund performance improvements <br />on highly congested travel corridors. This includes <br />major access routes to the state highway system <br />on the local road systems that relieve congestion. <br /> <br />Funds in the account, allocated by the Califor- <br />nia Transportation Commission (CTC), will be <br />used for performance improvements on the state <br />highway system, or major access routes to the <br />state highway system on the local road system <br />that relieve congestion by expanding capacity, <br />enhancing operations, or otherwise improving <br />travel times within these high-congestion travel <br />corridors, as identified by the department and <br />regional or local transportation agencies. <br /> <br />The CTC must develop and adopt guidelines, <br />including regional programming targets, by De- <br />cember 1. Project nominations can be submitted <br />by the Department of Transportation, regional <br />transportation planning agencies (RTPAs) or <br />county transportation commissions or authorities <br />responsible for preparing a regional transportation <br />improvement plan. All projects must be included <br />in a regional transportation plan. <br /> <br />Project nominations must be made no later <br />than January 15, 2007. All project nominations <br />must include documentation regarding the quanti- <br />tative and qualitative measures validating each <br />project's consistency with the policy objectives <br />developed by the CTC. <br /> <br />The CTC must adopt a funding plan by March <br />1,2007, which may be updated every two years in <br />conjunction with the adoption of the state transpor- <br />tation improvement program (STIP). The inclu- <br />sion of a project in the program will be based on <br />all of the following criteria: <br /> <br />0 The project is a high-priority project <br />to improve mobility in the corridor as <br />demonstrated by either: 1) It's inclusion in <br />the list of nominated projects by both the <br />department pursuant and the regional <br />transportation planning agency or county <br />transportation commission or authority; <br />and 2) If needed to fully fund the project, <br />the identification and commitment of <br />supplemental funding to the project from <br />other state, local, or federal funds. <br /> <br />0 Able to commence construction or <br />implementation no later than <br />December 31,2012. <br /> <br />0 Improves mobility in a high-congestion <br />corridor by improving travel times or <br />reducing the number of daily vehicle hours <br />of delay, improves the connectivity of the <br />state highway system between rural, <br />suburban, and urban areas, or improves <br />the operation or safety of a highway or <br />road segment. <br /> <br />Continued on Page 6 <br /> <br />Visit the League's Official Website--www.cacities.org <br /> <br />PRIORITY FOCUS.
