7.A. - Page 3 of 36 <br />The City Council also directed NDC to evaluate each of the focus maps and, if feasible, make any <br />reasonable map revisions that would: <br />1) Increase the voting effectiveness of the Latino community (recommended by NDC to have at least <br />one district with a Citizen Voting Age Population CVAP of 50%+); <br />2) Respect the voters' wishes by avoiding pairing of City Council Members in a single district; and <br />3) Have Redwood Shores be located in a single district. <br />ANALYSIS <br />The deadline for members of the public to submit new or revised draft district maps prior to tonight's <br />meeting was February 18, 2019. The purpose of this public hearing is to receive a report from NDC <br />regarding the 5 Focus Maps and the 5 Revised Maps (Attachment C); allow the public to provide input <br />regarding the content of the proposed maps and sequence of elections; and identify the City Council's <br />preferred map(s) and election date sequencing. All draft Focus and Revised Maps and the accompanying <br />population and demographic data are available in (Attachment C) or on the City's website at <br />www.redwoodcity.org/districteIections. <br />All Revised Focus Maps (7-007b, 7-013b, 7-019b, 7-021b and 7-022b) provide for district -based elections <br />of seven Councilmembers, have at least one district with a Latino Citizen Voting Age Population of 50%+, <br />avoid pairing Councilmembers in a single district, and have the Redwood Shores neighborhood located in <br />a single district. <br />Map 7-007b has three districts representing the City's downtown, has two districts east of Highway 101, <br />has the Bair Island Neighborhood in the same district as Redwood Shores, has six districts touching <br />Jefferson Avenue, has five districts touching Woodside Road, and has three districts touching EI Camino <br />Real.
