City of Redwood City - Sewer System Modeling, Capacity Assessment, and Master Planning
Draft Scope of Work

specifically for the City, and will supplement the software users documentation provided by the
model vendor.

Deliverables:
. Documentation of the basis for model construction and calibration
. Hydraulic model files (to be provided at conclusion of study)

Task 6 - Evaluate System Hydraulic Performance
Subtask 6. 1 - Conduct Model Simulations and Identify Capacity Deficiencies
RMC will use the City's hydraulic model to analyze the capacity of the trunk sewer system under
existing and future dry and wet weather flows. Capacity deficiencies will be identified and
presented graphically on maps and through actual model demonstrations to City staff.

Subtask 6.2 - Develop and Model Preliminary Solutions
RMC will review of the model results to identify potential solutions for predicted deficiencies.
Solutions may include upsizing or paralleling existing pipes, consolidating flows in new sewers
or existing sewers with available capacity, or implementing flow diversions at critical locations.
RMC will discuss these preliminary solutions with City staff and test them out using the hydraulic
model.

Task 7 - Develop Capacity Relief Projects

Subtask 7. 1 - Develop and Evaluate Relief Project Alternatives
RMC will identify specific projects to relieve predicted capacity deficiencies in the sewer system.
Potential alternative sewer alignments will also be evaluated in cases where existing alignments
would be difficult to access or construct. Where existing sewers are identified as deficient, RMC
will also review available CCTV records to develop viable construction alternatives that will
include needed rehabilitation or repair. RMC will walk or drive the proposed major project
alignments to field verify site conditions and identify potential design and construction issues.
City staff will be invited to participate in the field visits.

Subtask 7.2 - Run Model to Confirm Projects
RMC will confirm the alternatives by adding the proposed facilities to the model to verify that the
resulting system meets the system performance criteria.

Subtask 7.3 - Prepare Technical Memorandum
RMC will prepare a TM that summarizes the design flow and hydraulic criteria, model
construction and calibration, capacity deficiencies and preliminary solutions, and proposed
capacity relief projects.

Deliverables:
. TM summarizing results from Tasks 4-7
. Model files for final solutions (to be provided at conclusion of study)

Task 8 - Evaluate Sewer Rehabilitation Proaram
Subtask 8. 1 - Assess Rehabilitation Needs
RMC will review the 1/1 flow characteristics associated with the different subbasins in the system
(based on model results and flow monitoring data) and their location with respect to identified
capacity deficiencies, and identify areas that may be suitable for rehabilitation efforts to reduce
1/1. In addition, RMC will review available summaries of maintenance history data and results

5
