EXHIBIT IIAII

Subject:
Date:
Written by:
Reviewed by:

Draft Scope of Work
Monday, April 24, 2006
Steve Bui
Gisa Ju

This document describes the Scope of Work for developing a sewer system hydraulic model,
using the model to perform a capacity analysis of the City of Redwood City (City) sanitary sewer
system, and preparing a Master Plan of recommended capital improvement projects to address
any identified capacity deficiencies.

Based on the model evaluation conducted for this project, RMC will recommend one or more
software applications that, in its judgment and based on its experience, are suitable for
modeling of the City's system. Due to the complexity of the system, a fully dynamic model is
recommended. Based on the results and recommendations from the model evaluation, the City
will purchase a license to the software and provide it to RMC for use in this study.

The scope of work consists of twelve tasks as described below. Descriptions of each task and
subtask are provided. A listing of deliverables associated with each task follows the task
description. For some of the tasks, RMC will prepare a Technical Memorandum (TM) that will
describe the assumptions, methodologies, strategies, and results of the work. Final TMs,
including revisions to address City comments and/or incorporate additional information, will be
completed as part of preparation of the Final Master Plan Report and included in the
appendices.

Task 1 - Review ExistinQ Information
Subtask 1.1 - Review Documents, Maps, and Files
The objective of this task is to gain an understanding of the City's existing sewer system
facilities, their condition, and operation, to provide background information for completing the
Master Plan. RMC will review sewer system maps and inventory data, previous flow data,
operation and maintenance records, design standards, and other relevant sewer system
information to be provided by the City.

Subtask 1.2 -Interview Staff and Tour System
RMC will interview staff and take a half-day field tour of the system with City field operations and
engineering staff to gain information about the system. The purpose of this field tour will be to
obtain additional information that may not be contained in the data and documents collected in
Subtask 1.1 and to identify known or suspected problem areas in the City's sewer system and
areas of potential new development or redevelopment.

Deliverables:
. Listings and descriptions of available information
. Summaries of information obtained from staff interviews and field tour

Task 2 - Model Software Evaluation
Subtask 2. 1 - Research and Evaluate Model Software
