for the County in 2015. Model loading for the other SMDs will be developed in a similar
manner as that for the City, or taken from previous Master Plans for the SMDs prepared
by San Mateo County.
The information compiled in the above subtasks will be incorporated into the Task 6 TM
on model development, including description of the basis of existing and future model
loads, and a digital land use map showing areas of potential new development, infill,
and redevelopment that will be used to assign future land uses to specific parcels to
develop wastewater flow projections for future scenarios.
Deliverables:
• GIS files of parcels and associated future land uses.
TASK 5 - DEVELOP DESIGN FLOW AND HYDRAULIC CRITERIA
Subtask 5.1 - Develop Design Flow Criteria
The purpose of this task is to develop the design criteria to be used to compute
wastewater flows and analyze system capacity. Design flow criteria include unit base
wastewater flow factors applied to residential, commercial, industrial, and institutional
land uses; diurnal base wastewater flow patterns; infiltration/inflow parameters; and
design rainfall. These criteria will be developed based on the water use and flow
monitoring data from the City's system, as well as from the Consultant's master
planning experience in other Bay Area systems. The design flow criteria developed in
this task will be verified and refined during the model calibration process, as described
in Task 6 below.
The Consultant will also propose criteria for the design storm to be used for analyzing
and determining the required capacity of sewer system facilities. The selection of design
storm will take into consideration existing or potential future regulations or regulatory
policy on sanitary sewer overflows (SSOs), precedent set by other Bay Area agencies,
and published historical rainfall intensity -duration -frequency statistics.
The Consultant will make recommendations on revisions or improvements to the City's
Sanitary Sewer Standards, Design Criteria (Part VI) and Attachment L.
Subtask 5.2 - Develop Hydraulic Criteria
The Consultant will identify appropriate hydraulic criteria to be used for assessing the
capacity of the system. These criteria include Manning's 'n' factor, maximum d/D values
and/or allowable surcharge or minimum freeboard, and minimum and maximum
velocities. The criteria will be reviewed and discussed with City staff.
Subtask 5.3 - Meeting with Selected City Staff
The Consultant will present and discuss information from Tasks 4 & 5.
Subtask 5.4 - Prepare TM
REV: 01-28-19 PR
ATTY/AGR.2019.012/Woodard & Curran
