<br /> 6.2A <br />REPORT Page 1 <br />To the Honorable Mayor and City Council <br />From the Cit~ ManaQef <br />June 19, 2006 <br />Subject <br />Countywide National Pollution Discharge Elimination System (NPDES) General Program, <br />Stormwater Management Plan. <br />Recommendation <br />Adopt the resolution authorizing the San Mateo County Board of Supervisors, acting as the <br />governing board of the San Mateo County Flood Control District, to impose charges on <br />parcels of real property in Redwood City necessary to fund the Countywide NPDES General <br />Program in Fiscal Year 2005-2006. <br />Background <br />As a co-permittee for the Countywide Stormwater Management Plan and NPDES Permit No <br />CAS0029921, as amended, the City Council annually must authorize the San Mateo County <br />Flood Control District to impose charges to fund the City's share of costs for the stormwater <br />management program. In prior years, Redwood City has annually affirmed how it will fund its <br />share of the General Program costs. Beginning in fiscal year 2002/03, the City Council has <br />used the property tax roll to distribute the cost to all parcels of real property within city limits of <br />Redwood City's share of the Stormwater Pollution Prevention General Program (STOPPP) <br />costs. This Fiscal Year's resolution is notably different from prior years because it provides <br />for the City Council's ongoing annual authorization to the Board of Supervisor until Council <br />takes specific action by resolution to rescind its authorization. The specific language of the <br />resolution that provides for this is contained in "Be It Resolved" clause #2 and reads as <br />follows: <br />"The City of Redwood City requests the basic and additional charges to be <br />collected through the San Mateo County Flood Control District until a Council <br />Resolution rescinding or modifying this authorization is transmitted to the San <br />Mateo County Flood Control District by May 1, prior to the budget year the <br />cancellation or modification is to take effect." <br />The San Mateo County Flood Control District Act, as amended by the State Legislature in <br />1992 (Assembly Bill 2635), authorizes the San Mateo County Flood Control District to impose <br />charges to fund storm drainage programs such as the NPDES General Program. The <br />proposed Countywide General Program budget for Fiscal Year 2006/07 is proposed to be <br />$1,422,500. Redwood City's estimated share of the program cost in Fiscal Year 2006/07 is <br />$139,022, which is a 1.0% increase above the City's share for Fiscal Year 2005/06. <br />
