District Elections Public Hearing #4 - February 25, 2019 The City Council held Public Hearing #4 on February 25, 2019, to review and discuss the 6 revised focus maps 7-007b, 7- 013b, 7-013c, 7-019b, and NDC demographer titled maps 7-021b and 7-022b. The City Council narrowed the list of draft maps under consideration to 2 focus maps 7-013c and 7-021b. The City Council directed NDC and staff to make the following revisions to the two focus maps: 1) Increase the voting effectiveness of the Latino community (NDC recommended that at least one district have a CVAP of 50%+); 2) Respect the voters' wishes by avoiding pairing of current City Council members in a single district; 3) Have Redwood Shores be a single district, separate from the Bair Island neighborhood; 4) Include the mobile home parks on East Bayshore with Friendly Acres (District 3); 5) Add Sequoia Station to District 4; and 6) Add more of Mt. Carmel to District 5 by adding blocks westward to Myrtle and move blocks south of Woodside Road from Kentfield to the west into District 6. Additionally, since the last City Council meeting, the City received inquiries regarding an inaccuracy in the demographer -created map 7-013c which was intended to represent the Mayor's 7-013c hand drawn map. This map was presented to the City Council at the February 25, 2019 City Council meeting and mistakenly included Councilmember Reddy in District 7 due to inaccurate street information in Census Bureau databases being carried over into the demographer -drawn map. The map 7-013d correctly represents the 7-013c hand drawn map with actual street configurations, and confirms that the election sequence has Councilmember Reddy in District 6 and District 7 is the vacant seat. It also addresses all the other direction provided on February 25. The City's demographer submitted a memorandum explaining the correction (Attachment B). ANALYSIS In order to comply with State law, the deadline for members of the public to submit new or revised draft district maps prior to the March 11 meeting was March 1, 2019. The purpose of the March 11 public hearing is to: 1.
