The 2010 Census counted each house on the southeast side of Whipple Ave and surrounded by Nevada St, Hopkins Avenue, and Hillview Ave correctly in Census Block 060816099001015. This worked because the data compilation is relative to Whipple — and assigned based on a Census employee standing on the street in front of the house. But while the Census counts are correct, the Census ma s are incorrect. Where the problem with the Redwood City districting draft maps arose is when the erroneous Census maps were overlaid with Councilmember addresses. Those addresses were geo-located by NDC using the built-in GIS tools — which do not have the Census mistakes built in. So the Councilmember's house (roughly the star shown above) appeared at the correct spot on Earth, not the correct spot relative to the Census street map. If Whipple Ave was also correctly located, the house would be correctly shown on the southeast side of Whipple Ave (as it appears in the map on the left). But in the Census map (on the right) it appears that Whipple turns and goes behind the Councilmember's house, and that the house was on the west, rather than the southeast, side of Whipple. As a result, on the maps where Whipple Ave is a border of the proposed election district (including 7-013c), the proposed election sequencing erroneously assigned the Councilmember to the western, rather than the southeastern, district. Thankfully the only corrections needed are to change the proposed election sequencing and the appearance of Whipple Avenue in this area. The demographics of each map are correct as originally tabulated.
