Receive report regarding existing services provided to homeless residents by the City of Redwood City, <br />the County of San Mateo and non-profit agencies; and <br />2. By motion, direct staff to return to the City Council with proposals for a Downtown Streets Team pilot <br />program and a Housing Locator Assister pilot program for Council consideration with the FY 2019-20 <br />Recommended Budget. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />Per the 2017 San Mateo County (County) Homeless Census and Survey, Redwood City (City) had 94 or 15% <br />of the 637 unsheltered homeless individuals and families identified during the Homeless One Day Count <br />on January 25, 2017. In the "mini count" conducted on January 24, 2018 in six selected communities, <br />Redwood City had 143 or 31% of the 467 unsheltered homeless individuals identified that day. Experience <br />indicates that the increase in numbers of unsheltered homeless people in Redwood City between 2017 <br />and 2018 is largely a reflection of an undercount in 2017, with a significant increase in the number of <br />people living in Recreational Vehicles (RVs) and cars, a pattern consistent countywide. A new count was <br />conducted in late January 2019; however, data from that count is not yet available. <br />While our countywide system is effective in supporting homeless families and individuals (especially first <br />time homeless) in ending their homelessness, the lack of sufficient affordable housing options is one of <br />the biggest barriers to ending homelessness. Chronically homeless individuals are the most challenging <br />population to serve with existing programs and resources. Redwood City continues to have a significant <br />number of chronically homeless individuals living in encampments, RVs, Cars, and/or on the street.
