9.A. - Page 8 of 15 Other Programs and Services to Consider Later There were also several programs that the HHIT considered, but decided not to recommend moving forward with at this time. These include: Purchase of Hotel to House Homeless Residents: The City of San Mateo (through its Redevelopment Agency, at the time) purchased a hotel and converted it to long-term housing for the homeless in 2007. This converted hotel now houses 16 residents who were chronically homeless. The facility is currently operated and managed by LifeMOVES. In addition to providing housing, residents are provided case management services to help alleviate the underlying issues that may cause homelessness. While this has been effective, there are no hotels for sale at this time in Redwood City, and without private donors, this may be a cost -prohibitive program in the post -Redevelopment era. RV Safe Parking Program: The HHIT is not prepared to make a recommendation with regards to a program to park RVs on City -owned properties at this time. The Housing and Human Concerns Committee has been studying programs in other jurisdictions, is closely watching the program that is being launched in East Palo Alto, and expects to come forward with their recommendations later in the year. Next Steps Based on City Council direction, staff will do further research into the recommended programs if requested by Council, and bring back funding and contract requests to the City Council for consideration later this year. FISCAL IMPACT In addition to the current programs and services for homeless individuals, the City Council set aside $750,000 for new housing and homelessness services in Fiscal Year 2018-19 budget. The Downtown Streets Team and Housing Assistance Locator two-year pilot programs would exceed that amount by approximately $70,000. However, staff believes that these programs would be competitive for grant funding, which could help offset that amount. The programs would be reviewed at the end of the pilot period and the City Council would determine at that time whether to continue the programs. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment.
