A new cutting-edge Downtown Parking Management Plan was adopted by the City Council with the strong support ofthe Downtown Business Group. New parking requirements were also approved as part of the "just enough" parking and "park-once and walk" strategy outlined in the Plan. An agreement with the County of San Mateo for the use of their parking garage at Veteran's and Middlefield was executed and free public parking will be available on weekends (Friday night through Sunday evening) and for special events on week nights. An agreement with SamTrans for a similar arrangement for free public parking in the garage under Sequoia Station will be presented to the Council for consideration in July, 2006. A marketing firm is preparing informational materials to communicate the new parking program to residents, businesses and visitors. 2. RetaiUCinema ComDlex. The first 2 businesses opened in the complex - Cost Plus World Markets and the San Mateo Credit Union. Century Theatres is expected to open in late July, 2006. Shoe Pavilion opens the end of June. The majority of the restaurants on Theatre Way are expected to be open by the end of September. 2006. Leasing efforts continue on some of the Broadway spaces, as well as the restaurant space at Winslow and Middlefield. 3. Streetscaoe ImDrovements. The streetscape improvements around the cinema site and on Broadway between Middlefield and Hamilton, including MiddlefieldlTheatre Way between Broadway and Winslow are scheduled to be complete the end of June. New signals have been installed at Veteran's and Middlefleld, and will be installed at Jefferson and Broadway as part of the completion of the streetscape improvements on Broadway. Jefferson Ave. has been re-striped for two-way traffic with a center turn lane and for diagonal parking as part of the "road-dief improvements approved by Council this current fiscal year. Corresponding modifications to the signalization at Middlefield and Jefferson, as well as some lane re- configurations on Middlefield are currently being completed. 4. Courthouse SQuare and Facade Restoration Proiects. Contracts were executed and construction began on both the Fa~de Restoration Project and the Square in FY 2005/06. The Fa~ade is currently 75-80% restored. The square is approximately 25% complete. Both projects are scheduled for completion in late Septemberlearly October. 5. Downtown Precise Plan. The public approval process for the Downtown Precise Plan (DPP) will occur in FY 2006/07. Council directed staff and the consultant to proceed with the DPP assuming eight, ten and twelve story options. The draft DPP has been completed and reviewed by staff. The consultant is finalizing the administrative draft for the public hearing process based upon staff comments. Consultants have been retained for the environmental impact report (EIR), the traffic analysis and the infrastructure analysis. It is anticipated that the public hearing process for consideration of both the EIR and the Precise Plan will begin in late September.
