<br />Adoption of Administrative Policy No. 36 for the Redevelopment Agency
<br />
<br />Recommendation
<br />It is recommended that the Redevelopment Agency (Agency) Board of Directors approve a
<br />resolution that adopts Administrative Policy No. 36 (see Attachment) which provides
<br />authority to the Executive Director to do the following: 1) execute certain membership
<br />agreements, 2) execute certain single- and multi-year leases and tenancy agreements, and
<br />3) enter into certain agreements under which the Agency is providing a service.
<br />
<br />Background
<br />On June 20, 2005 this matter was presented by staff to the City Council for approval.
<br />Council directed that no action be taken at that time and that this be referred to the Finance
<br />Committee. The Finance Committee met with City staff on July 25, 2005 and January 9,
<br />2006 to clarify and amend Administrative Policy No. 36. This administrative policy was
<br />presented to the City Council on January 23,2006 and Resolution No. 14690 was adopted.
<br />At that time the Finance Committee recommended that this policy apply only to the City
<br />and not to the Redevelopment Agency.
<br />
<br />Administrative Policy No. 36 was brought back to the Finance Committee on May 5, 2006
<br />to discuss its applicability to the Redevelopment Agency. The Finance Committee then
<br />directed staff to bring this before the Redevelopment Agency Board of Directors with a
<br />recommendation to approve.

<br />Staff recommends the following limits under which the Executive Director may execute
<br />agreements:

<br />Membership Agreements -It is recommended that the Executive Director be authorized to
<br />execute membership agreements and renewals for memberships for staff members in
<br />professional organizations, such as staff's membership in the California Redevelopment
<br />Association, where the dues do not exceed $5,000 per year.
<br />
<br />All such memberships exceeding $5,000 per year per member must be approved by the
<br />Agency Board of Directors. Additionally, memberships in organizations in which the
<br />Agency is joining or participating as an entity must be approved by the Board of Directors.
<br />
<br />Single- and Multi-Year Lease Agreements where the Agency is Lessee- It is
<br />recommended that the Executive Director or his/her designee be authorized to execute
<br />agreements, such as leases for storage of Agency records, office space, or leases of
<br />personal property, where the annual lease payments do not exceed $60,000.
