<br /> 5.28 <br /> Page 3 <br />ADMINISTRATIVE POLICY <br /> NUMBER: 36 <br /> EFFECTIVE: <br />SUBJECT: SIGNATURE AUTHORIZATION POLICY <br />Purpose: To authorize City staff signature authority for agreements where the City <br />serves as a fiscal agent for a separate entity, provides services, is a tenant or lessee; or <br />when the City enters into or renews certain organizational membership agreements. <br />This policy complements Administrative Policy No. 13 - Purchasing Guidelines. <br />This signature authorization policy will also serve as policy for the Redevelopment <br />Agency (Agency). Where the City is referenced, it will also mean the Agency. Where <br />the City Manager is referenced, it will. also mean the Agency Executive Director. Where <br />the City Council is referenced, it will also mean the Agency Board of Directors. <br />Policy <br />A. Expenditures <br /> 1. Annual Organization Membership Agreements and Renewals <br /> a. Membership Aoreernents. Department Heads are authorized to <br /> execute membership agreements and renewals for memberships <br /> for staff members in professional organizations where the dues of <br /> which do not exceed two thousand dollars ($2,000) per agreement <br /> year per member. The City Manager is authorized to execute <br /> membership agreements where the dues exceed two thousand <br /> dollars ($2,000) per year per member and where the dues do not <br /> exceed five thousand dollars ($5,000) per year per member. Any <br /> such memberships exceeding five thousand dollars ($5,000) per <br /> year per member must be approved by the City Council. <br /> b. Examples, Examples of such agreements include, but are not <br /> limited to, membership with the Government Finance Officers <br /> Association or the California Association of Police Chiefs. <br /> c. Memberships In organizations which the City is joining or <br /> participating as an entity must be approved by the City Council. <br /> 2. Multi-Year Lease Agreements where City is the Lessee <br /> a. Multi-Year Lease Aflreements.
