6.G. - Page 1 of 9
/<ik
Redwood
CitylCallifornia
Faunded 1867
A,&/
DATE: March 25, 2019
SUBJECT
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
Agreement with the County of San Mateo for Community Emergency Response Team (CERT) services
RECOMMENDATION
By motion, approve and authorize the City Manager to execute an agreement between the City of
Redwood City and the County of San Mateo for Community Emergency Response Team (CERT) services,
in an amount not to exceed $172,794.
STRATEGIC INITIATIVE
Public Safety
BACKGROUND
For several years the City has sought to partner with other agencies to cost-effectively provide public
services. With the adopted FY 2018-19 budget, the City Council endorsed the approach of partnering with
the County of San Mateo to support the City of Redwood City in providing the Community Emergency
Response Team (CERT) program to the Redwood City and San Carlos communities. The CERT program
equips community volunteers to aid their neighbors in the event of a disaster. The agenda item documents
this partnership.
ANALYSIS
An agreement was created with the San Mateo County Sheriff's Office to create a partnership within the
Office of Emergency Services (OES) to oversee the CERT program for Redwood City and San Mateo County.
The agreement is provided as Attachment A. Through this partnership, a dedicated CERT Coordinator will
serve both Redwood City (and San Carlos, as the Redwood City Fire Department provides San Carlos with
CERT services as part of the fire services contract) and San Mateo County. This agreement establishes a
50/50 shared approach, with 50% of the CERT coordinator position cost and time dedicated to Redwood
City and 50% of the CERT coordinator position cost and time dedicated to San Mateo County. This
agreement increases the amount of time focused on providing CERT services to Redwood City.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
168
