6.C. - Page 1 of 13 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 25, 2019 <br />SUBJECT <br />Annual Housing Progress Report for 2018 <br />RECOMMENDATION <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />By motion, accept the 2018 Housing Progress Report and authorize the City Manager to submit the Report <br />to the State of California in compliance with Government Code Section 65400 (Administration of General <br />Plan). <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />In 2014, Redwood City adopted the 2015-2023 Housing Element, which describes the Regional Housing <br />Needs Allocation (RHNA) assigned to the City and identifies a variety of programs and policies to meet <br />that need. <br />State law requires that cities submit an Annual Progress Report to show annual efforts towards meeting <br />the RHNA, as well as work completed on identified housing programs. The City has historically submitted <br />annual reports to the State, although it was not previously required of Charter cities. State law, now <br />applicable to charter cities, also requires that the City Council review the report and submit it to the State <br />by April 1, 2019. This form was substantially revised for the 2018 reporting period. Due to the size of some <br />of the spreadsheets, staff has included a link to a Google Spreadsheet version of the report, as well as a <br />PDF. <br />ANALYSIS <br />The Annual Progress report shows building permits issued in 2018 for new housing construction and <br />rehabilitated housing units. The City has issued building permits for 406 units, including 23 Accessory <br />Dwelling Units (ADUs) and 35 low income units. It's important to note this does not show units approved, <br />which is a much higher number.
