6.C. - Page 1 of 13 /<�ik Redwood CitylCallifornia Faunded 1867 A,&/ DATE: March 25, 2019 SUBJECT Annual Housing Progress Report for 2018 RECOMMENDATION STAFF REPORT To the Honorable Mayor and City Council From the City Manager By motion, accept the 2018 Housing Progress Report and authorize the City Manager to submit the Report to the State of California in compliance with Government Code Section 65400 (Administration of General Plan). STRATEGIC INITIATIVE Housing BACKGROUND In 2014, Redwood City adopted the 2015-2023 Housing Element, which describes the Regional Housing Needs Allocation (RHNA) assigned to the City and identifies a variety of programs and policies to meet that need. State law requires that cities submit an Annual Progress Report to show annual efforts towards meeting the RHNA, as well as work completed on identified housing programs. The City has historically submitted annual reports to the State, although it was not previously required of Charter cities. State law, now applicable to charter cities, also requires that the City Council review the report and submit it to the State by April 1, 2019. This form was substantially revised for the 2018 reporting period. Due to the size of some of the spreadsheets, staff has included a link to a Google Spreadsheet version of the report, as well as a PDF. ANALYSIS The Annual Progress report shows building permits issued in 2018 for new housing construction and rehabilitated housing units. The City has issued building permits for 406 units, including 23 Accessory Dwelling Units (ADUs) and 35 low income units. It's important to note this does not show units approved, which is a much higher number.
