<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />Fro"" the <U "M~n~er <br /> <br />July 1 0, 2006 <br /> <br />Subject <br />Award of Contract - 2005-2006 Storm Drain Improvements Project <br /> <br />Recommendation <br />Approve the Contract Documents and award the contract for the 2005-2006 Storm <br />Drain Improvements Project to the lowest responsible bidder, Harty Pipelines, Inc., of <br />San Francisco, California, for their bid of $292,850.00. <br /> <br />Background <br />The scope of this annual Storm Drain Project is to replace the existing siphon, bubble- <br />up type drainage structures with a complete underground storm drain system. The <br />existing siphon inlets are only connected with short pipes crossing street intersections. <br />The storm water flows by gravity from the upstream inlet to bubble-up at the <br />downstream inlet, and continues its surface flow along the existing curb and gutter until <br />it reaches a proper underground storm drain system. Due to a lack of underground <br />storm drain piping to carry the water away from the area, the inlets store stagnant water <br />that creates a foul odor, and can be a health and safety concem to residents. For this <br />reason, the areas near Hoover and John Gill Schools have been selected as priority <br />improvement areas. <br /> <br />At the bid opening, June 21, 2006, one bid was received from Harty Pipelines, Inc. in <br />the amount of $292,850.00, which is 12.5% higher than the Engineer's Estimate of <br />$260,300.00 for the cost of construction, and is considered a good and responsive bid. <br /> <br />The reason for such a low bidder turnout is due to the large amount of projects out to <br />bid or currently under construction. California Department of Transportation alone has <br />over 30 projects tentatively scheduled to go out to bid in July. The abundance of <br />projects results in very busy contractors that can be more selective in submitting bids, <br />and higher bid prices. A relatively small project such as this Storm Drain Improvement <br />Project might not be as attractive to potential bidders as larger projects. Therefore, <br />staff believes that rebidding the project will not yield a more competitive price. <br /> <br />A complete copy of the Agreement is available for review in the City Clerk's Office. <br /> <br />Alternative <br />Reject all bids and delay much needed improvement for the storm drain system for the <br />residents near Hoover and John Gill Schools. <br /> <br />Page 1 of 2 <br />
