HUGE LEAP BACK <br /> <br />The Senate Energy, Utilities and Communications Committee passed out AB 2987 <br />(NúñezlLevine) yesterday on a bi-partisan 9~0 vote, with an amendment that will allow cable <br />companies to "opt out" of their franchise agreement with local agencies and instead seek to <br />operate under a state franchise, if a competitor holding a state-issued franchise comes to town. <br />Formore, see Page 2. <br /> <br />.................................... <br /> <br />FEDERAL TELECOM UPDATE: SENATE COMMITTEE <br />PASSES NATIONAL CABLE FRANCHISE MEASURE <br /> <br />The Senate Commerce, Science and Transportation Committee approved 5, 2686 on June 28 on <br />a bipartisan vote of 15 to 7, and re-numbered the bill to H.R. 5252. The newly named Advanced <br />Telecommunications and Opportunity Reform Act of 2006, a bill which sets national standards for <br />local franchising, now moves to the full Senate. For more, see Page 3. <br /> <br />.................................... <br /> <br />'TAXPAYER TRAP' INITIATIVE QUALIFIES FOR NOVEMBER BALLOT <br /> <br />Earlier this week, a proposed state initiative qualified for the November ballot-with a number yet <br />to be assigned by the Secretary of State, Called eminent domain reform by its out-oJ-state <br />tunders, it is really a cynical and deceptive trap that will cost taxpayers billions to compensate <br />individuals affected by regulations that protect neighborhoods, the environment, consumers and <br />the public-at-Iarge.
