6.F. - Page 1 of 32 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 8, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Award - California Water Tank, Pump Station, and Transmission Main Project <br />RECOMMENDATION <br />1. By motion, disqualify the bid of Disney Construction Inc., award the standard form contract 00520 for <br />the California Water Tank, Pump Station, and Transmission Main Project to Anderson Pacific <br />Engineering Construction, Inc. for their Responsive and Responsible Low Bid of $10,512,160.00, and <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount <br />awarded, not to exceed $11,563,376.00. <br />2. By resolution, approve an appropriation amendment to the Fiscal Year 2018-2019 Water Fund Capital <br />Projects budget to increase revenues by $3,000,000.00 and increase expenditures by $3,000,000.00 <br />for project award and implementation; and approve a transfer of $3,000,000.00 of funds reserves <br />from the Water Operations Fund Capital Projects budget to the Water Fund Capital Projects budget. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report and directed staff <br />to move forward with specific recommendations and projects for future Council consideration. The Water <br />System Master Plan forecasts improvements necessary to accommodate water demand by new and <br />redevelopment activities anticipated by the City's General Plan; analyzes and identifies improvements for <br />reliable performance during normal and emergency conditions, such as fires and earthquakes; and <br />prioritizes capital improvements to the system for the next 20 years. Following adoption, the Water <br />System Master Plan has been implemented as directed. <br />Proposed major improvements include replacing a water tank and its supporting pump station and water <br />mains in the Emerald Hills water service areas to provide additional storage capacity to meet established <br />needs during normal operations and in emergency situations for the Easter Bowl, Easter Cross, and <br />California pressure zones.
