8.B. - Page 1 of 8 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 8, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Consideration of Stanford's request for Stanford to conduct parking enforcement regarding privately <br />owned parking facilities at their Redwood City Campus. <br />RECOMMENDATION <br />Adopt a Resolution to allow Stanford to conduct parking enforcement regarding privately owned parking <br />facilities generally available for public use at their Redwood City Campus. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />The Board of Trustees of the Leland Stanford Junior University and Stanford Health Care (collectively <br />"Stanford") has requested additional enforcement options to improve their ability to manage the parking <br />facilities at their Redwood City campus which are generally available for public use. Currently, the only <br />enforcement option is to tow vehicles. Due to the severity of this action, its financial ramifications and the <br />difficulty in processing, Stanford is hesitant to tow vehicles. If they do tow a vehicle they typically want <br />support from the Police Department. Supporting towing activities reduces time that the Police <br />Department has to dedicate to other enforcement activities. The result is that parking requirements at <br />private parking facilities are not regularly enforced, limiting their effective management. <br />Stanford has requested the ability to issue invoices at their parking facilities in Redwood City to facilitate <br />the management of parking at their new campus in Redwood City. In 2018, Stanford University assumed <br />responsibility for enforcement of several parking facilities at their Palo Alto campus that were previously <br />enforced by the City of Palo Alto, per Palo Alto City Council Resolution No. 9738 (Feb 5, 2018). The <br />resolution allows the University to regulate unauthorized parking, issue and process parking violations, <br />and adopt procedures to resolve disputes.
