6.E. - Page 2 of 23 <br />The plan's study segment is 1.6 miles long, extending from Alameda de las Pulgas to EI Camino Real. The <br />purpose of this plan is to identify pedestrian, bicycle, and traffic calming improvements that are supported <br />by the community and that address their traffic safety concerns and mobility needs in the corridor. <br />Outcomes of this plan will be a conceptual design for multi -modal improvements and traffic calming <br />treatments along Roosevelt Avenue, conceptual cost estimate, phasing plan, and public outreach <br />summary. <br />ANALYSIS <br />In January 2019, the City published a request for proposal (RFP) on the city website and distributed the <br />request to the current list of approved on-call consultants. The City received four proposals in response <br />to our request - from Alta Planning + Design, Inc., Fehr & Peers, Kimley-Horn, and TJKM. Staff used five <br />criteria to evaluate the proposals, including responsiveness to the RFP, project management plan, firm's <br />experience in similar projects, qualifications of the project team, and project understanding and <br />innovative approach. Based on the evaluation of each proposal, Fehr & Peer's proposal ranked highest. <br />Staff recommends Fehr & Peers as a qualified firm to complete the planning and the conceptual design <br />phase for the Roosevelt Avenue Traffic Calming Plan for $108,340. The total cost includes three optional <br />tasks that require authorization prior to initiation of work. <br />The scope of work includes field and existing conditions review, community workshops, surveys, <br />development of design alternatives, cost estimates, phasing plan, and a final conceptual engineering <br />design. Community outreach includes online surveys, in-person workshops, and presentations to the <br />Complete Streets Advisory Committee to maximize the community's ability to participate in the <br />development of the conceptual design. Outreach events will be advertised to people living along the <br />corridor, through neighborhood associations, and via social media. A final conceptual design will be <br />presented to the City Council for funding of future phases of work if it gets majority support from the <br />residents along the corridor.
