4/24/00 <br />(a) Traffic congestion, particularly during the "PM Peak Hours," i.e. <br />between the hours of 4 -6 p.m. has reached levels in the City of <br />Redwood City which are detrimental to the public health, welfare, <br />and safety; <br />(b) The Study describes and analyzes new street ( "street' as used <br />herein is interchangeable with "road ") improvements and <br />improvements to existing streets, including widening, extension, <br />signalization, repair, and reconstruction necessary to attain and <br />maintain an acceptable level of traffic circulation and service; <br />(c) The circulation element of the General Plan of the City likewise <br />describes necessary traffic and transportation capital improvements <br />and traffic mitigation measures for acceptable levels of service <br />corresponding to anticipated development; <br />(d) New development will generate additional traffic, necessitating the <br />acquisition of rights of way, road construction, road widening, <br />rerouting, reconfiguration, and related improvements; the <br />construction of pedestrian, bicycle, and transit improvements; and <br />implementation of traffic reduction measures; <br />(e) The transportation impact fees hereinafter approved are based <br />upon, and do not exceed, the costs of providing the aforesaid <br />improvements and traffic reduction measures necessitated by new <br />development; <br />Reso -857 2 13885 <br />F: /Shared /Redwood /Council <br />DES:rg <br />04/04/00; 04/13/0OR; 04/18/00 R <br />
