B. Proclamation Honoring CDS Director Joel Patterson upon his retirement after 33 <br />years of service with Redwood City. Mayor Pierce read and presented the <br />proclamation honoring Joel Patterson. <br />6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY <br />COUNCIUREDEVELOPMENT AGENCY /BOARD OF EQUALIZATION <br />M/S Foust/Ira to waive reading of the Consent Calendar except the ordinances by title, <br />adopt the resolutions and the ordinances, and approve other items. The motion <br />passed by a unanimous roll call vote. <br />John Harp, representing the Redwood City Police Officers Association (POA), stated <br />that he was speaking not to negotiate but to communicate the POA's wish that future <br />bargaining between the POA and the City be done in a sincere and forthright manner. <br />He stated that a press release issued by the City was misleading and factually <br />incorrect and POA has asked that specific items in the press release be corrected but <br />so far has heard nothing. He stated that the officers are compensated on an average <br />compensation of other Bay Area police departments but currently their compensation <br />is below that average. He further stated that the POA looks forward to meeting with <br />the City's representatives and will continue to be available for the return at the <br />bargaining table and any closed sessions. <br />Mayor Pierce stated that the rules in the Council meeting are such that when <br />celebrating and awarding people, applause is appropriate. When other opportunities <br />where people disagree occur, it has been the policy to not allow applause because it <br />makes one group either feel better or worse. She further stated that the City has an <br />outstanding offer to the POA negotiators to call and set up a negotiation meeting and <br />her hope is that the meeting gets set and negotiations begin. <br />6.1 Section — Motions - <br />A.
