<br />Park and Recreation Commission <br />Minutes of July 26, 2006 <br /> <br />Page 2 <br /> <br />M/S White/Sargent: To recommend to the Planning Commission the <br />current draft of the Parks and Open Space Element with comments <br />from Commissioner Swope and other commissioners. <br />Motion passed. <br /> <br />ITEM 2 -UPDATE ON PARK DEVELOPMENT ORDINANCE <br /> <br />Director Centeno explained our consultant attorney working on our Park <br />Development Ordinance (PDO) is recommending two ordinances; one for <br />Quimby Act fees and the other for Mitigation Act fees. She announced an <br />update letter will be sent this week to all developers who met one-on-one <br />with staff. Director Centeno said the comments received from the developers <br />indicated there are two issues: <br />1.) Credits, exemptions, discounts. We have asked our attorney to <br />research what other cities are doing and to make a recommendation <br />on how we should handle this matter. <br />2.) Maximum fee. Most cities are not charging the maximum. Staff is <br />going to take this matter to the City Council's Finance Committee for <br />a recommendation. <br /> <br />Director Centeno said our consultant is also checking on the suggestion that <br />commercial development be included in the PDO. She estimated the PDO will <br />go before the City Council by the end of the year. <br /> <br />ITEM 3 - SUB-COMMTITTEE REPORTS <br /> <br />-4TH of July Parade <br />Chairperson Slusser reported on the well attended 4th of July Parade and <br />announced the Commission won first place in the Commercial/Municipal <br />Amateur Built Float Division and won a $250.00 cash prize. <br /> <br />-Park Needs <br />Nothing to report. <br /> <br />ITEM 4 - UPDATES <br /> <br />-Parks for the Future <br />Director Centeno stated the Parks for the Future 1/8 percent sales tax is <br />moving forward and the County Board of Supervisors will approve an <br />ordinance in support of this item at its August 28 meeting. The Commission <br />will vote in support this item at its August agenda <br /> <br />ANNOUNCEMENTS <br /> <br />-Director Centeno offered to give the new Commissioners a tour of City <br />parks. <br />
