<br /> 6.1F <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> August 7, 2006 <br /> Subject <br /> Award of Contract - 2005-2006 Slurry Seal Project <br /> Recommendation <br /> By Motion, approve the Contract Documents, and award the contract for the 2005-2006 <br /> Slurry Seal Project to the lowest responsible bidder, Valley Slurry Seal Co. of West <br /> Sacramento, California, for their bid of $633,465.34. <br /> Background <br /> This Project is a continuation of the City's Pavement Management Program's annual <br /> roadway maintenance and rehabilitation projects. This Slurry Seal project is the second <br /> part of a two-part resurfacing treatment (Cape Seal). The first part is the Asphalt <br /> Rubber Chip Seal (ARCS) application, (the ARCS project is scheduled to start at the <br /> beginning of next month, August, 2006). The Slurry Seal project will follow the ARCS <br /> by a couple of weeks, and this will then complete the new Cape Seal surface treatment. <br /> Certain streets will receive a Slurry Seal coat only (no underlying Chip Seal), depending <br /> on the condition of the roadway and the roadway's functional classification. <br /> Cape Seal is generally applied to low volume/residential streets and rehabilitates the <br /> pavement by providing a new wearing surface, and by sealing out water from the <br /> underlying pavement. The ARCS portion of the treatment involves application of <br /> asphalt rubber emulsion (binder) on the roadway surface, and spreading crushed stone <br /> (chips) on binder-covered surface. The Slurry Seal portion of the treatment involves <br /> placing a coating of an oil and sand mixture over the chip surface to seal in the chips <br /> and provide a smooth roadway surface. <br /> Separating the Cape Seal treatment work into two separate projects allows the City to <br /> contract and coordinate directly with each of the contractors performing the respective <br /> specialty work. Staff's experience suggests that separating the two procedures is more <br /> cost effective, and will result in a better quality product. <br /> In advance of the Cape Seal treatment, preparatory work is performed by the City's <br /> Public Works Services Street Maintenance Section. This work typically involves: <br /> rehabilitating deteriorated sections of the pavement by sealing cracks, patching "pot- <br /> holes," and placing thin layers of new asphalt to level the surface, remove depressions, <br /> ruts, and surface raveling. <br /> Page 1 of 2 <br /> ,- <br />
