Intersection of two residential neighborhood collector streets of similar design <br /> and operating characteristics, where traffic operations would be improved. <br /> The present Redwood City Policy and Guidelines for Stop Signs on Residential Streets <br /> are detailed in Attachment A. For installation of stop control on one of the streets at <br /> uncontrolled intersections, including two-way stops at four-way intersections, the City <br /> policy states that the State/Federal standards apply, which were summarized above. <br /> Staff typically uses the foll0wing criteria in determining whether the "need for stop sign <br /> control" at an uncontrolled intersection is indicated by these parameters mentioned in <br /> the State/Federal standard: <br /> . "Restrictod view": Less than 100 feet of sight-distance looking in both directions <br /> along cross street, measured from intersection corner. <br /> . "Crash records": Average of one reported accident per year in recent years <br /> For installation of multi-way stop signs on minor residential streets, the City has adopted <br /> policy criteria (Attachment A) with lower thresrlOids than the StateJFedctal stand&1.ds. <br /> These criteria appty only to resid.:)ntial street intf!rsections where the daily volume on <br /> the busier stn~et is at least 1,000, but not more than 4,000 vehicles per day, and the <br /> minor street canies at least 900 vehicles per day. If the intersection volumes meet <br /> those standards, then one of several other criteria must be met, which can be <br /> summarized as fonows: <br /> * At least 20 schoolchildren cross in an hour when 300 vehicles conflict; or <br /> . At least 20 school children cross in an hour and the 85th -percentile speed of <br /> traffic on the crossing is 10 mph or more over the speed limit; or <br /> .. Highest eight-hour traffic volume on the minor street is 30% of the total <br /> intersection volume fer those hours, and that total averages 250 vehicles/hour; or <br /> . Three intersection accidents within 12 months (2 if within 800 feet of a school); or <br /> .. land USf) within 800 feet genef~tes 40 or more pedestrians crossing the major <br /> simet in :-3n houf', and no pmferable crossing point is located within 800 feet; or <br /> . Sight-distance for drivers or pedestrians is less than 150 feet from intersection. <br /> In all cases, staff invostigates intersections to determine if these standards are met only <br /> after receipt of a written fequest from a citizen. If staff determines that these policy <br /> criteria are satisfied, the requestor is asked to submit a written petition that must be <br /> siqned by msic!ents of 10 or more r:h-vGlling units within one block of the subject <br /> IntHrsection, which must include all properties immediately fronting the intersection (e.g. <br /> al/ four comers at a four-way intersection). Upon receipt of such petition for an <br /> intersection meeting the stc~ndards, st'1ff will schedu!~ a report to rHGornrnend c..~pprova\ <br /> of stop signs at a Council meeting. <br /> At the May 8, 2006 Council meeting. five specific four-way uncontrolled rntersedions <br /> were identified.
