4/3/00 <br />(especially in the case of a very low income household receiving AFDC to avoid <br />jeopardizing their grant from Social Services). <br />Relocation Assistance Payments of less than $5,250, excluding moving <br />expenses, may be made in lump sum directly to the displaced household. <br />Relocation Assistance Payments will generally be made in a lump sum <br />basis. Prorated payments may be made directly to the new landlord or directly to the <br />tenant no later than the first day of each month for households who would be penalized <br />for having more than $1,000 at any one time (generally Social Security and SSI <br />recipients, Aid for Families with Dependent Children (AFDC), or General Assistance <br />(GA). <br />B. RECAPTURE OF FUNDS <br />The City of Redwood City may recapture funds advanced to pay for relocation <br />costs incurred as a result of enforcing Relocation Ordinance # 2048 by filing a tax lien <br />with the San Mateo County Tax Collector against the subject property. The Finance <br />Director shall have the responsibility for initiating a required public hearing and filing <br />said tax lien within the time allowed by law upon receipt of a record of final <br />disbursements from the Planning & Redevelopment Division. The Finance Director <br />shall also be responsible for removing said lien upon receipt of payment from the <br />property owner or from the San Mateo County Tax Collector. The same record of <br />expenditures shall be forwarded to the property owner, against whose property said tax <br />lien shall be filed. <br />The City Council may require expenditure of funds based on a maximum <br />threshold per building or may authorize the City Manager to approve expenditure of <br />funds to advance relocation payments prior to relocation plans being finalized. In such <br />event, Planning and Redevelopment Division would submit estimated costs necessary <br />per building after relocation assessment interviews are completed and claims for <br />payments are made by the tenants.
