On July 9, 2001, the City Council approved an increase in the "Lifeline" rate (up to <br /> 10 units of water per bimonthly billing period) from $0.86 per u0it (100 cubic feet or <br /> 748 gallons) to match the wholesale cost of $0.88 cents. The practice of matching <br /> the "Lifeline" rote with the wholesale cost was continued. <br /> <br /> Recently, the San Francisco Public Utilities Commission and the Board of <br /> Supervisors approved a no-increase in "suburban" wholesale water rates effective <br /> July 1,2002, keeping the wholesale cost at the same level of $0.88 per unit. Staff <br /> recommends no increases to Redwood City rates for Fiscal Year 2002/03. <br /> <br />In summary, staff recommends that the City Council approve: <br /> · Increase residential and commercial fixed monthly Basic Service Charge by 3.5% <br /> for Fiscal Year 2002/03. The current basic service charge of $10.44 per month <br /> would increase to $10.80. <br /> <br />The proposed increase in water bills will not change the City's "Low Cost / Low Use" <br />position in the benchmarking analysis for water rates relative to per capita daily <br />consumption (see attached Public Works Services Performance Measure, Average <br />Monthly Single-Family Water Bills Relative to Per Capita Daily Consumption). <br /> <br />Alternatives <br />The City Council'could decline to raise the basic service charge via an exception to the <br />Guiding Principles. Loss of revenues for Fiscal Year 2002/03 would be approximately <br />$170,000. <br /> <br />Fiscal Impact <br />If the Council approves the proposed changes to the basic service charge as <br />recommended, a Redwood City residential customer's bimonthly water utility bill at the <br />City's average consumption level of 22 units per 60-day billing period will increase by $0.72 <br />or 1.4%, from $50.68 to $51.40. ']'he bimonthly water bill at the level of 30 units billing <br />period will increase by $0.72 or 1.0% from $69.68 to $70.40.
