AGREEMENT TO PROVIDE REIMBURSEMENT FOR ANIMAL CONTROL STUDY
BETWEEN THE CITY OF REDWOOD CITY AND THE
COUNTY OF SAN MATEO

WHEREAS. the City of Redwood City contracts with the County for Animal Control Services
along with the other 19 cities of the County, and the County subcontracts with the Peninsula
Humane Society for such services;

WHEREAS, in February of 2000 the County and the cities entered into Phase I of an independent
audit of the Peninsula Humane Society in order to maximize the contract dollar;

WHEREAS, the County and the Cities have tentatively agreed to commence with Phase II of this
independent audit in order to examine the costs of all contracted services, the distribution of costs
between the cities, methods to improve performance, possible alternate providers, and the
feasibility of developing a supplemental services menu;

WHEREAS, the County will pay 30% of the costs of the study, with the remainder to be divided
amongst the cities according to the traditional model, which distributes costs to the cities based on
population and assessed value, in the same manner as Animal Control costs are distributed;

NOW THEREFORE, the parties agree as follows:

The County agrees, that if approved by the Board of Supervisors, the County will contract with
DMG Maximus to perform Phase II of the study for the amount of $101,660. Pending approval
from the Board of Supervisors, as the lead agency, the County will pay the cost of the study up
front. The County will seek reimbursement from the cities in the Fall of 2001, with payment due
by December 1,2001, when the cities are traditionally billed for Animal Control Services costs.

The City of Redwood City agrees to reimburse the County the amount of $8,375, by December
2001, for their portion of Phase I1 costs of the DMG Maximus study.

County of San Mateo City of Redwood City

Marcia Raines Edward Everett
Environmental Services Agency Director City Manager
