REPORT To the Honorable Mayor and City Council. From. City Council Corrinlfttee November 26, 2007 SUBJECT Measure A Funds designated for ferry services RECOMMENDATION Recommendation regarding split of Measure A funds designated for ferry services BACKGROUND Measure A was voted on by the voters of San Mateo County and listed both South San Francisco and Redwood City ferry projects for a total of $30 million without any indication of the split of the funds. The Transportation Authority has asked South San Francisco and Redwood City to submit letters to the Authority agreeing upon a split of the funds prior to the requests to distribute funds. This item was previously discussed at a Council meeting and an ad hoc subcommittee of Councilmember Diane Howard and Mayor Barbara Pierce were asked to meet with South San Francisco to develop an equitable agreement. The committee has met a number of times with a subcommittee from South San Francisco and is prepared to recommend a 50/50 split of the funding which would result in $15 million for South San Francisco and $15 million for Redwood City for the life of the Measure. We ask that Council authorize the Mayor to send a letter indicating this split to the Transportation agency. South San Francisco will be voting on this proposal at their November 28th meeting. A split of 50/50 would be equitable to all the voters of the County who approved the Measure and would provide substantial support to both ferries. Measure A funds will not complete the funding needed for both ferries and so continued collaborative work will be needed. Just as Redwood City has always worked with South San Francisco and the Water Transit Authority to further the development of a regional ferry system, the subcommittee recommends that this collaborative approach is continued in the future.
