8.B. - Page 4 of 72 <br />8. Information on how the street closure noticing requirement will be carried out. <br />The major changes proposed in the Fee Schedule are: <br />1. Charging nonprofit organization for staff time calculated based on salary only, not the fully - <br />burdened rate; and <br />2. Charges related to equipment rental costs. <br />In addition to the proposed changes to the Ordinance, the Guidelines, and the Fee Schedule, staff <br />recommends allowing the Chief of Police to authorize special event -related street closures rather than <br />requiring the City Council to authorize such closure. This will save staff time as it will no longer require <br />development of a staff report for City Council consideration. Making this change requires that the City <br />Council adopt a resolution to formally recognize the authority of the Chief of Police to temporarily close <br />City streets. The California Vehicle Code section 21101(e) provides for the designation of a public officer <br />or employee by resolution with the authority to temporarily close a street for celebrations, parades, local <br />special events, and other purposes when the closing is necessary for the safety and protection of persons <br />who are to use that portion of the street during the temporary closing. The Resolution to authorize the <br />Chief of Police to temporarily close City streets confirms the authority granted to the Chief of Police in <br />City Code Chapter 33A, Article I. <br />FISCAL IMPACT <br />In adopting the May 2017 Fee Schedule, staff estimated that the City would receive approximately $2.0 <br />million in General Fund revenue annually by charging fees at a full cost recovery level. Charging nonprofit <br />organizations fees that are based only on the salary, not the fully burdened rate, of City employees <br />reviewing or facilitating the event will reduce the total revenue projected in the FY 2018-19 General Fund <br />budget by approximately $25,000. Additionally, $15,000 would be appropriated from the FY 2018-19 <br />operating budget in one time funding to the Civic Cultural Commission grant program to allow non-profit <br />organizations which held in special events in 2018 which required City permits to apply for grant funding <br />to help offset any potential cost increases related to City permits and fees for holding those same events <br />between June 2019 and June 2020. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by publishing a Public Hearing Notice in the Daily Post on Friday, April <br />12, and Friday, April 19. <br />ALTERNATIVES <br />The City Council may choose to reconvene the Ad Hoc Committee to develop revised recommendations <br />or may decline to accept any of the recommendations identified in the report. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />196 <br />
