9.C. - Page 1 of 30 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Progress report on the development of a Green Infrastructure Plan intended to reduce pollution in <br />stormwater flowing to San Francisco Bay, and opportunity to provide direction on potential strategies to <br />be included in the Plan. <br />RECOMMENDATION <br />Receive a progress report on the development of a Green Infrastructure Plan and provide input on staff's <br />recommendations and analysis regarding the following policies: <br />1. Requiring stormwater treatment on a wider range of development projects including new residential <br />homes, new commercial buildings, and substantial commercial remodels. <br />2. Requiring Green Infrastructure improvements in the public right-of-way for new commercial buildings <br />and subdivisions. <br />3. Changing the local development standards definition to require more projects to provide onsite <br />treatment of stormwater. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />In an effort to reduce pollution in San Francisco Bay, in November 2015, the California Regional Water <br />Quality Control Board (RWQCB) issued the second version of the Municipal Regional Permit (MRP). The <br />MRP is a National Pollutant Discharge Elimination System (NPDES) permit, and sets the requirements of <br />stormwater discharges into receiving waters (such as creeks and the San Francisco Bay). The City is <br />obligated to follow the mandates of the MRP to control the quality of stormwater discharged within City <br />limits; however, no funding is associated with the new infrastructure required by this mandate.
