04/22/2019 <br />Home Investment Partnerships Program ("HOME") funds in the amount of Three <br />Hundred Twelve Thousand Five Hundred Thirty -Five Dollars ($312,535) for the period <br />of July 1, 2019, through June 30, 2020; and <br />WHEREAS, the City's Planning Manager has prepared a brief notice ("Notice of <br />Exemption") to be filed with the County Clerk of San Mateo County demonstrating that <br />the proposed projects using CDBG and HOME grant funds and the approval of the <br />Consolidated Plan, as set forth in the Applications, are exempt from the requirements of <br />National Environmental Protection Act ("NEPA") and the California Environmental <br />Quality Act ("CEQA") as they will not have a significant effect on the environment; and <br />WHEREAS, a draft of the FY 19/20 Annual Action Plan and a 30 -day invitation <br />for public comment were published prior to forwarding the documents to the City <br />Council for approval; and <br />WHEREAS, on March 6, 2019, the Housing and Human Concerns Committee <br />completed funding recommendations for CDBG and HOME grant funds and <br />recommended approval of the FY 19/20 Annual Action Plan; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed a community participation plan as part of the process for determining how <br />the grant funds herein referenced will be used ("Community Participation Plan"); and <br />WHEREAS, on April 22, 2019, the City Council held a public hearing as to all <br />matters included in the staff report of the same date; and <br />WHEREAS, this City Council desires to approve the FY 19/20 Annual Action <br />Plan, the Applications for a Community Development Block Grant and Home Investment <br />Partnerships Program, and to authorize the execution of all documents pertaining <br />thereto, including all understandings and assurances connected therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The FY 19/20 Annual Action Plan and Applications prepared for <br />submission to the United States Department of Housing and Urban Development for a <br />Community Development Block Grant pursuant to Title I of the Housing and Community <br />Development Act of 1974, and the Home Investment Partnerships Program contained in <br />Title II of the Cranston -Gonzalez National Affordable Housing Act, copies of which as <br />ATFY/RESO.0031/CC RESO APPROVING THE FY 19/20 ANNUAL ACTION PLAN RESO. NO. 15754 <br />REV: 04-16-19 DZ MUFF NO. 454 <br />Page 2 of 3 <br />
