<br />08/28/06 <br /> <br />ORIGINAL <br /> <br />RESOLUTION NO. 14728 <br /> <br />RESOLUTION APPROVING THE SOLE SOURCE PURCHASE OF LUKE <br />MODEL "PAY-BY-SPACE" PARKING METERS, MANUFACTURED BY <br />DIGITAL PAYMENT TECHNOLOGIES, FOR AN AMOUNT OF $402,957 AND <br />SUSPENDING THE REQUIREMENTS OF ARTICLE VII, PURCHASING, OF <br />CHAPTER 2 OF THE MUNICIPAL CODE RELATING TO COMPETITIVE <br />BIDDING FOR THIS PURCHASE <br /> <br />WHEREAS, Downtown Redwood City is undergoing a dramatic revitalization; and <br /> <br />WHEREAS, the City conducted several public workshops to understand the parking <br /> <br />needs of the Downtown community; and <br /> <br />WHEREAS, the City Council approved the Parking Management Plan on July 25, 2005 <br /> <br />in order to ensure efficient use of the public supply as parking demand rises and to meet the <br /> <br />needs of the Downtown community; and <br /> <br />WHEREAS, the Parking Management Plan recommended installing computerized "pay- <br /> <br />by-space" parking meters in the Downtown core in order to most effectively manage parking; <br /> <br />and <br /> <br />WHEREAS, staff developed a detailed set of required technical specifications that were <br /> <br />necessary in order for the meters to fully carry out the goals of the Parking Management Plan <br /> <br />and the needs of the community; and <br /> <br />WHEREAS, the specifications for the computerized "pay-by-space" parking meters that <br /> <br />the City seeks are of a unique nature and only available from Digital Payment Technologies; <br /> <br />and <br /> <br />WHEREAS, only Digital Payment Technologies was able to meet these specifications <br /> <br />with a model that has been in use in an acceptable number of places for an acceptable length of <br /> <br />time. <br /> <br />NOW, THEREFORE; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> <br />A TTY IRESO/RESO .1643 <br />081806 <br /> <br />14728 <br />Muff # 703 <br /> <br />1 <br />
