B. Claim from Evercom Systems, Inc. <br />Recommendation: <br />Staff recommends the rejection of subject claim. (303) MINUTE ORDER 06 -165 <br />7. STAFF REPORTS <br />A. Capital Improvement Program Short Term Spending Limit <br />Manager, Engineering and Construction Chang explained the program. <br />Council made comments and asked questions pertaining to the Jardin de Ninos <br />Park/Restroom project and the Senior Center Master Plan. <br />Recommendation: <br />M/S Hartnett/Bain reviewed and approved the proposed short term spending limit for <br />the FY 2006 -2007 Capital Improvement Program (CIP) budget. The motion passed <br />by a unanimous voice vote. (501) MINUTE ORDER 06 -167 <br />B. Transportation Study Session <br />Community Development Services Director Ingram highlighted some of the <br />information provided in the packet by the work of Consultant Bruce Liedstrand. <br />Downtown and the Transportation Systems that support it <br />Council Members commented about the Caltrain Board 2025 Plan to take fixed rail <br />two generations forward to an electrified system with a frequency of up to a train every <br />6 minutes that is more feasible than a possible statewide system. Comments included <br />the need to be involved with Depot Circle and its location, that SamTrans' mission is <br />being studied, that grade separations whether above or underground are necessary, <br />and that a street connection to the train station should be considered. <br />Public Comment: <br />Jim Bigelow, Redwood City /San Mateo County Chamber of Commerce, stated that the <br />report was excellent and that San Mateo County Transportation Authority needs to <br />respond to the City on the next step in station area planning. He stated that Redwood <br />City should be successful in obtaining study money considering the heavy CalTrain <br />station use and the SamTrans station. Regarding grade separations, he emphasized <br />community outreach and alternatives.
