Recess: 9:30 -9:40 p.m. <br />8. MATTERS OF COUNCIL INTEREST - <br />A. Update on General Plan elements — Parks and Open Space Element and <br />Conservation Element. <br />Vice Mayor Foust stated that the Planning Commission handles the General Plan <br />process and based on the recommendations then presents the elements in its <br />entirety to the City Council. She further explained that the subcommittee would be <br />providing the Council with the updates and an opportunity to generally buy -off in <br />the direction that it is headed. She referred back to the subcommittee inception <br />and the guiding principles being developed and adopted by both the City Council <br />and Planning Commission. Each of the elements will follow one of the guiding <br />principles. <br />Community Development Services Manager Passanisi explained the process and <br />extensive public review process. He further explained the Parks and Open Space <br />element and the Conservation element. <br />Planning Commission Chair Seybert re- emphasized that the Planning Commission <br />is committed to a General Plan process that engages the community and is <br />responsive and incorporates the concerns and comments of the people who have <br />taken the time to be involved. <br />Council Members asked various questions and commented. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 29 -2006 and No. 30 -2006. Council may direct staff to <br />act on positions taken by Council. (Copies of League of California Cities Priority <br />Focus available in City Clerk's Department.) <br />C. City Council Member Report of Conference /Meeting Attendance <br />Mayor Pierce stated that she and Council Member Aguirre attended the League of <br />California Cities conference. She stated that one of the workshops was useful in <br />the meeting with the Police Chief recruitment firm this evening.
