<br />Reason for the Proposed Assessment: On April 22, 1985, the City Council of the City of Redwood
<br />City established the Seaport Centre Maintenance District (the "District"), which provided for the levy of
<br />annual assessments on parcels within the District pursuant to a method of assessment spread in an
<br />aggregate amount sufficient to pay for estimated annual maintenance expenses associated with public
<br />improvements relating to levees, storm drains, water facilities and sanitary sewer facilities (the
<br />"Facilities") in the District, the operation and maintenance of which benefited privately-owned pamels
<br />within the District. On November 5, 1996, California voters approved Proposition No. 218, an
<br />amendment to the California Constitution that requires existing, new or increased assessments,
<br />beginning July 1, 1997, to be approved by affected property owners pursuant to a majority vote. Each
<br />property will receive one ballot that is weighted according to the proportional financial obligation of the
<br />affected property.

<br />Since 1984, ground settlement has adversely affected the gravity flow of storm drain and sanitary sewer
<br />pipes, requiring a more aggressive maintenance schedule of street sweeping and pipe flushing in order
<br />to keep the piping system free of debris. The proposed FY 1999-00 budget reflects this enhanced
<br />maintenance schedule for the storm drainage and sanitary sewer systems, and includes sizeable
<br />increases in these categories for the estimated cost of repair and maintenance of the Facilities. The
<br />budget is detailed in the Engineer's Report, which is on file with the City Clerk and available for public
<br />inspection.

<br /> Description of Improvements: The Facilities tobe maintained by the District include the following:
<br />
<br /> (1) Any and all levees for the protection of the Seaport Centre project from inundation, any and ail
<br /> retaining walls, and any and all outboard rock slope protection facilities necessary for erosion
<br /> control, together with any and all appurtenances to any of the above now existing or hereafter to
<br /> be constructed in or for the Seaport Centre project.
<br />
<br /> (2) Any and all surface and subsurface storm drainage facilities, including, but not limited to, storm
<br /> drain pump stations, storm drain mains, manholes with manhole frames and covers, and inlets
<br /> and catch basins, together with any and all appurtenances to any of the above now existing or
<br /> hereafter to be constructed in or for the Seaport Centre project.

<br /> (3) Any and ail water facilities, including but not limited to, water mains, valves, tees, hydrants,
<br /> services, meters and meter boxes, together with any and all appurtenances to any of the above
<br /> now existing or hereafter to be constructed in or for the Seaport Centre project.
