<br />SCOPE OF SERVICES <br />This section presents a proposed scope of services that Bartle Wells Associates believes will <br />form a sound basis for completing this assignment. BW A can work with the City to modify and <br />finalize a scope of services that meets all the City's objectives. BW A's general project approach is <br />to work closely with staff and other members of the project team, identify objectives, set milestones, <br />have frequent communication, and remain flexible to resolve unanticipated issues. <br />I. Proiect Orientation & Investi2ation/Data Collection <br />1. Project Team Orientation <br /> To initiate our work, hold a meeting to accomplish the following: <br /> . Identify members of the City's staff and others who will participate in the project. <br /> . Determine the roles and responsibilities of all project participants. <br /> . Identify other parties that may have a significant interest in the project, such as <br /> community groups and major customers. <br /> . Establish project schedule and key milestone dates. <br /> . Discuss objectives and expectations of the project team. <br /> . Identify key issues that may impact the results of our work. <br />2. Investigation and Data Collection <br /> Assemble the information necessary to understand and describe the current financial <br /> condition of the City's sewer enterprise, its customer base, near-term and long-term <br /> revenue requirements, external financial relationships, and its ability to finance operating <br /> and capital programs. Assistance and cooperation of City staff and/or the City's consulting <br /> engineers will be needed to assemble the background information, which may include: <br /> . Current and historical sewer enterprise fmancial information <br /> . Sewer capital improvement plans and engineering master plans <br /> . Current and historical customer and utility usage information <br /> . Current and historical sewer rates and connection fees <br /> . Sewer collection and treatment capacity <br /> . Agreement with South Bayside System Authority (SBSA) <br /> . SBSA projected lO-year revenue plan and capital improvement program <br /> . Agreements with other agencies (including Woodside & San Mateo County) <br /> . Outstanding debt service requirements, including repayment schedules and legal <br /> covenants securing debt <br /> . Historical and projected growth <br /> . Official or informal financial policies <br /> . Brief description sewer system <br /> . Other information relevant to the assignment <br />3. Review Policies, Legal Requirements, & Long-Term Financial Objectives <br /> Review existing financial, accounting, and/or operational policies of the sewer enterprise. <br /> Work with City to identify long..term financial objectives and guiding principals for sewer <br /> 2 <br /> .,--+.......-._~.+ <br />
