5. Develop to-Year Sewer Enterprise Cash Flow Projections
Develop a cash flow model showing the financial position of the City's sewer enterprise
over the next 10 years. The cash flow projections will estimate future revenues, expenses,
fund balances, and debt service coverage. Key policy and [mancial assumptions will be
clearly identified. BW A recommends the use of slightly conservative projections for
financial planning purposes.
The financial model will be used to evaluate various financing and rate alternatives and to
develop a recommended financing strategy. The [mancial projections can also be used to
evaluate the impact of different assumptions (e.g. growth rates, capital costs, operating cost
inflation, etc.) on the long-term financial condition of the sewer fund. This enables the City
to evaluate the financial impact of "what if' scenarios and tailor any recommendations
based on the information provided.
6. Determine Annual Revenue Requirements & Level of Rate Increases
Based on the cash flow projections, determine annual revenue requirements that will
account for:
. Operating and maintenance expenses, including the future projected costs of wastewater
treatment at SBSA
. Outstanding and projected debt service and coverage
. Capital improvements including repairs and replacements and SBSA capital needs
. Maintaining a prudent minimum level of fund reserves.
Identify options for increasing rates over time to achieve the revenue requirements, and
estimate their impact on sewer enterprise finances. BW A often recommends agencies
phase in necessary rate adjustments over time to minimize the annual impact on ratepayers.
7. Meetings & Presentations
Meet with City staff as needed to review and discuss findings, recommendations, and
financial projections. Discuss key alternatives for consideration and receive ongoing input.
Attend a Utilities Committee meeting to summarize findings and recommendations and
receive additional input. Be available to attend a City Council meeting to present
recommendations and/or answer questions.
8. Develop Draft & Final Reports
Prepare and submit a draft report for City review. The report will detail policy and
financial assumptions and will present a clear and concise explanation of key findings and
recommendations. Incorporate feedback received into a final report. Provide City with up
to 10 printed copies of the report as well as an electronic version of the report in an acrobat
file.
4
-.. ._.^.~"
