<br />5. Develop to-Year Sewer Enterprise Cash Flow Projections <br /> Develop a cash flow model showing the financial position of the City's sewer enterprise <br /> over the next 10 years. The cash flow projections will estimate future revenues, expenses, <br /> fund balances, and debt service coverage. Key policy and [mancial assumptions will be <br /> clearly identified. BW A recommends the use of slightly conservative projections for <br /> financial planning purposes. <br /> The financial model will be used to evaluate various financing and rate alternatives and to <br /> develop a recommended financing strategy. The [mancial projections can also be used to <br /> evaluate the impact of different assumptions (e.g. growth rates, capital costs, operating cost <br /> inflation, etc.) on the long-term financial condition of the sewer fund. This enables the City <br /> to evaluate the financial impact of "what if' scenarios and tailor any recommendations <br /> based on the information provided. <br />6. Determine Annual Revenue Requirements & Level of Rate Increases <br /> Based on the cash flow projections, determine annual revenue requirements that will <br /> account for: <br /> . Operating and maintenance expenses, including the future projected costs of wastewater <br /> treatment at SBSA <br /> . Outstanding and projected debt service and coverage <br /> . Capital improvements including repairs and replacements and SBSA capital needs <br /> . Maintaining a prudent minimum level of fund reserves. <br /> Identify options for increasing rates over time to achieve the revenue requirements, and <br /> estimate their impact on sewer enterprise finances. BW A often recommends agencies <br /> phase in necessary rate adjustments over time to minimize the annual impact on ratepayers. <br />7. Meetings & Presentations <br /> Meet with City staff as needed to review and discuss findings, recommendations, and <br /> financial projections. Discuss key alternatives for consideration and receive ongoing input. <br /> Attend a Utilities Committee meeting to summarize findings and recommendations and <br /> receive additional input. Be available to attend a City Council meeting to present <br /> recommendations and/or answer questions. <br />8. Develop Draft & Final Reports <br /> Prepare and submit a draft report for City review. The report will detail policy and <br /> financial assumptions and will present a clear and concise explanation of key findings and <br /> recommendations. Incorporate feedback received into a final report. Provide City with up <br /> to 10 printed copies of the report as well as an electronic version of the report in an acrobat <br /> file. <br /> 4 <br /> -.. ._.^.~" <br />
