He develops long-term enterprise fmancing plans, utility rates, and <br /> development impact fees for water, wastewater, and recycled water enterprises. He has consulted for a <br /> wide range of California cities and special districts on over 70 fmancial consulting assignments. <br /> Mr. Handlers is familiar with the legal requirements of Prop. 218 and AB1600 and has helped agencies <br /> implement a wide variety of water and sewer rate and fee structures. He also specializes in evaluating <br /> fmancing alternatives for capital improvement programs. To date, he has helped California agencies <br /> obtain over $700 million in project fmancing via competitive & negotiated bond sales, bank loans and <br /> lines of credit, and state and federal grant/loan programs. He is experienced coordinating public outreach <br /> efforts and giving public presentations. Prior to joining the firm in 1999, Mr. Handlers worked as a city <br /> analyst and as a strategic communications consultant. <br /> Representative Assignments <br /> . City of Redwood City: Development oflong-term water enterprise financial plan designed to fund an <br /> $84 million recycled water project and future wholesale water purchases - wholesale water rates are <br /> projected to more than triple over the next decade - with a series of gradual, moderate, rate adjustments. <br /> . City of San Mateo: Sewer rate study and development of a long-term financial plan to support $115 <br /> million of wastewater system capital improvements. <br /> . Union Sanitary District: Long-term sewer enterprise financial plan, development of fund reserve and <br /> debt management policies. <br /> . City of Milpitas: Financial master plans, utility rate studies, and connection fee updates for the City's <br /> water, recycled water, and wastewater enterprises. <br /> . Ironhouse Sanitary District: Developed long-term financing plan and sewer rates supporting <br /> construction of a new $65 million wastewater treatment facility. Currently assisting with development of <br /> connection fees and a Revenue Program to help District obtain a low-rate State Revolving Fund Loan. <br /> . City of Grass Valley: Water and wastewater financing plans and rate studies. <br /> . City of Foster City: Water and wastewater financing plans, rate studies, and customized fmancial <br /> and rate models. <br /> . San Francisco Public Utilities Commission: Developed water enterprise financial projections <br /> supporting the SFPUC's 2006 issuance of bonds to financing Hetch-Hetchy system improvements. <br /> . East Palo Alto Sanitary District: Sewer rate study, financing plan, and connection fees. <br /> . El Dorado Irrigation District: Developed a strategic financial plan for five-year capital improvement <br /> program totaling over $280 million. Developed water, wastewater, and recycled water rates. Served as <br /> financial advisor on $160 million of negotiated fixed and variable rate debt. <br /> . City of Palm Springs: Wastewater financing plan, rate study, and connection fee update. <br /> .
