and HOME Investment Partnership Programs and the One Year Action Plan for <br /> the City's Consolidated Plan are exempt from the requirements of the National <br /> Environmental Protection Act ("NEPA") and the California Environmental Quality <br /> Act ("CEQA") as ministerial projects, and that they do not have a significant <br /> effect on the environment, and a notice of such determination has been filed with <br /> the County Clerk of San Mateo County; and <br /> <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the <br /> City has followed its Citizen Participation Plan as part of the process for <br /> determining how the grant funds herein referenced will be used; and <br /> <br /> WHEREAS, this Council desires to approve the aforementioned One Year <br /> Action Plan of the Consolidated Plan for a Community Development Block Grant <br /> and HOME Investment Partnership Block Grant, and to authorize the execution <br /> of all documents pertaining thereto, including all understandings and assurances <br /> connected therewith; <br /> <br /> NOW, THEREFORE; <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD <br /> CITY, AS FOLLOWS: <br /> <br /> 1.
