<br />REPORT <br /> <br />7A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 25, 2006 <br /> <br />Subject <br />Future Solid Waste, Recycling, and Organics Collection Programs and Future Franchise <br />Agreement <br /> <br />Recommendation <br />It is recommended that Council provide the City's representative on the South Bayside <br />Waste Management Authority (SBWMA) Board of Directors with direction on how to <br />represent the Council's interests on the items remaining outstanding from the August 28, <br />2006 Council meeting. <br /> <br />Background <br />At the August 28, 2006 Council meeting, staff presented a report concerning important <br />issues and choices for future solid waste, recycling, and organics collection programs and <br />future franchise agreement. A copy of this staff report is attached for your review <br />(Attachment 1). At the conclusion of this meeting, Council requested further information <br />and clarification on the following items: <br />. Labor policies <br />. The proposed code of good conduct <br />. Alternative fuel vehicles <br />. SBWMA ownership of and leasing of collection vehicles <br /> <br />Subsequent to the August 28 Council meeting, at the suggestion of the City Manager, <br />Mayor Pierce appointed a Council subcommittee to meet with staff to explore solutions to <br />the above items. Mayor Pierce nominated herself and Council Member Jim Hartnett to <br />serve on this subcommittee. This subcommittee then met with staff on September 7 to <br />explore the above items in more detail. <br /> <br />Labor Policies <br />Establishing labor policies in the request for proposal is an important consideration as it <br />provides direction to proposers on how the SBWMA and franchising agencies desire to <br />have existing and new workers' conditions of employment provided. The SBWMA Process <br />and Contracts Subcommittee met with representatives of Teamsters Local 350, the <br />collective bargaining agent for the current drivers at Allied Waste Industries. As a result of <br />these meetings and information provided by Local No. 350 to the SBWMA and to the City <br />Council, staff views labor policies falling into the following four categories: <br />. Salaries and benefits <br />. Worker retention <br />. Provisions for selecting a collective bargaining representative (Card Check <br />Agreement) <br />. Labor peace <br />
